there is a little plastic on the very bottom of the knuckle, you could remove that, and it would give about half an in. more. also i took the knuckle off and took it to a machine shop and have them grind it down half an inch for 3 bucks.

The heat wrap is not helping the issues.

Even with it off I dont think it will clear. Should I remove the heat wrap and shave down that piece or heat up the header and bang it till it clears? Or just remove them all together and throw them in a lake somewhere. The mechanic told me to just give him a call in the morning and let him kno wat to do but he really is against shaving anything on the steering column because "it could be a liability" issue.

Take the wrap off, then if it still hits do not shave the steering column. Do what Chris suggested mark on the header where its hitting and use a socket and put a small dent in the pipe.
