Road sign interpretation

Wanted to get you guys opinion on a sign downtown. On the right lane is the HOV (Bus lane). There is a sign that says "Buses Only and Right Turns Only". Does this sign imply that you cannot at all go straight on the street when crossing a one way street to the right? Or does the sign imply that if you turn, you must be on the right lane (to avoid hitting a bus). Also, has anyone heard of any "rule" about not driving on that lane for more than 1 block? Thanks.

Ive always taken this to mean that only buses can be in that lane for more than a block. Anyone else can only get in that lane if they are about to make the next right turn ( meaning you have to turn right at the end of the block on which you joined that lane...hope it makes sense ) Ive seen cops pull over ppl on downtown at 5pm for driving in the right lane for more than a block.
