It means 70% visibility through both the glass and tint. Glass itself is already 70% visibility.

30% tint in front is legal. Everyone who says no tint in the front at all is wrong. That's the old law. I've always had tint on the front windows and never gotten busted or warned even when pulled over for another infraction because my front tint is lighter than the back and the cop can see through the front windows. If you are a punk, then a cop still might use it as an excuse to pull you over though.

"Tinting the front side windows and the windshield (except for a narrow band at the top of the windshield). Windows behind the driver's head may be tinted. If rear window is tinted, right-side mirror is required (26708 VC)."
http://www.chp.ca.gov/html/streetlegal.html

(d) Notwithstanding subdivision (a), clear, colorless, and transparent material may be installed, affixed, or applied to the front side windows, located to the immediate left and right of the front seat if the following conditions are met:

(1) The material has a minimum visible light transmittance of 88 percent.

(2) The window glazing with the material applied meets all requirements of Federal Motor Vehicle Safety Standard No. 205 (49 C.F.R. 571.205), including the specified minimum light transmittance of 70 percent and the abrasion resistance of AS-14 glazing, as specified in that federal standard.

I have 35% in the front (driver/passenger) and 20% for the back three. If you're in the LA area and looking for an awesome tint job go to Sunset Glass Tinting. Eric will take good care of your car and he did the tint jobs for most of the cars in the Transformers movie. Pm me if you want his number.

I've gotten 3 tickets now for front window tint. Its illegal in California. Kinda BS cause I go to Vegas every month and its hella hot there and I kinda need the tint and its not illegal in Nevada.

FWIW, I'm white and I've been stopped 7 times cause of the window tint. 5 of those times were in ghetto areas and the cops wanted to see who I was. I think they racially profile cause they let me go 4 of those times as soon as they saw I was white. So I think with like black guys and latinos, they would have run those guys and seen if they have warrants and stuff.

one thing to also consider is perception. if you do limos in the back 3 windows, and then mediums in the front, no matter what the percentage tint you do you'll still appear darker because because of less lighting in the front. i did mediums all around and i've had many cops pull right next to me, but no ticket. if you have a fixed up car and you catch a cop on his bad day, he might try to write you up for any little thing.

i usually drive worried-free because one of my good friends is a cop, and he'll sign off any fix-it ticket for me. but i never got pulled over, and i usually drive around melrose ave., irvine, costa mesa, cerritos and fullerton.
