its illegal and not just socal...im pretty sure bush signed something so its illegal to gamble for all of the U.S. There are still ways to deposit money into poker accounts though through checks or other sources so you can still play, you would just be breakin the law.
I used to play on pokerstars before the ban and since i used neteller (international version of paypal) to deposit money it took me around a year to actually get my money back since neteller couldnt pay every American cashing out due to the ban
the ban sucks but in my case it was for the better....pokerstars has too many ridiculous beats and i was always on the losing end of them

it's not illegal however some financial institutions choose not to allow money transfer... primarily because people default (not because of law)... there was a bunch of squawk a while back that is multi-faceted (too detailed to get into here) that resulted in some entities not allowing funds from US citizens... there are several sites that still do accept US Citizens (Full Tilt is the one I use)...
