The catch is they can detain you for reasonable suspicion. An exhaust is also reasonable suspicion for him to look under the hood. If you really push them for a search warrant, they will be pissed, but they can get it pretty quick now a days. If you have stuff under the hood then, they can go as far as impound your car while they are at it.
If you go down this route ... they can and will make it difficult. IMO, it's better to kiss azz and deal with your choice to mod.

I got stopped for going five miles per hour over today. He wrote me up for doing 30 in a 25. He also wrote me up for a ticket for have a "loud" exhaust. I said the california limit is 95db and my exhaust (INJEN) is under the limit. He said that may be, but I'm not writing you up for having an exhaust over the the legal limit, I'm writing you up for having an exhaust that makes a "loud or unusual noise". Anyway I've never had any luck getting out of speeding tickets, so I'm not going to even try to contest it. I'll just pay the fine do online traffic school and be done with it. As far as the exhaust though I asked him what I need to do and he said, "make it not as loud". Anyway, an hour later I stopped by the campus police office at Sac State and an officer there signed off the ticket and said he couldn't believe they would give me a ticket for that. I'm a little unhappy at the moment. Watch out for police in Woodland CA, who like to abuse their power.
