It is not legal, dont matter if your grandma's cousin's neighbor's newphew's uncle who is a cop installed it. Your reading comprehension is really lacking man. 70% means 70% of the light must pass through the window or else it's illegal......if you have 30% tint, that means only 30% of the light passes through meaning that is illegal.
I don't see how we can get anymore clearer than that. We've already got 2 cops respond to your question. LOL......
