I'm in CA and my understanding is a fix it ticket is a fix it or pay the fine.
put the front plate back on, take it to the local police station and get one of the goobers to sign off on it that you fixed it.
Then go home and take it back off.
They want to waste your time and think you will pay it to avoid the hassle.
Play the same game and make them waste their time having to sign off on the fix.

its just a fix it dough, no biggie. But for future reference that is a MOVING VIOLATION....... therefor you can. But is it worth your time... Were you park out in the street or private property.
