After my Journey got hit and run, I chose to replace my bumper with the sport bumper and front lip. Of course I told the shop not to drill any holes for my front plate.
I knew I wanted to mount the plate offset but did not want to shell out close to $100 for a Stillen tow hook front plate mount. I researched some other forums and came up with this.



Parts cost me about $7 and change
Material list is:
2- 4" 3/8th" carriage bolts (found in the wood bolts section)
4- Large flat washers (I covered these with a felt so it wouldnt scratch up the plastic grill)
2- smaller fender washers
2- 1.5" steel spacers (sleeves)
4- 3/8th" nuts. I bought 2 locking (nylon) and 2 regular nuts
1- Aluminum strapping bar. Used this as a mounting bar.
1- pack of adhesive felt from office depot. Use this on the washers that go around the plastic mesh and also behind the actual license plate so it doesnt scratch your bumper.
To get to the back of the mount, I removed the plastic radiator shroud and that gave me access to the back of the plastic mesh. Put 1 washer on each side of the grill and do not tighten too tight.

About 30 minutes. The longest part was taking off the radiator shroud. Its about 5 plastic clips and 6 screws.

Yo 2c. How much did you get the Stillen? I saw it for $80+. Mine was less than $10.

HOLY SHIET. That's a good deal!!! hahah yeah i paid normal price, forgot how much it was but it was probably more than 80 haha.
