spring mount mod help

I'm looking to do the rear spring mount mod but don't have the tools (saw/vice) or the area (apt) to do it.
Anyone know of a shop in the 818/626 area that can do it for a reasonable price?
Or maybe someone that is willing to help me with the install.
I do most of my own mods but buying a saw and vice for a 1 time use doesn't make sense to me.

Any help/info is much appreciated.

I don't think you need a vice. I think you just need the saw. It easy to do.
