It's not going to be too hot in March right? Last time we went to a daytime inland meet it was pretty damn hot. Nothing against the Chino location, but I prefer to be inland only in the evening/night. Us beach seals can't stand the heat.
Irvine might be a good alternative as it's at the junction of all the major freeways and usually has decent weather, wide roads and big parking lots. HB might be good but there is the $$ parking and people who don't want sand in their cars. California is so huge, I am pretty sure there are plenty of other excellent locations for meets.
