From wat i heard this is not true.
NON CHP (Like LAPD), they cannot pull u over on the freeway for speeding, but if you get off, then he can. They can pull u over in the streets
CHP, if your speeding on the freeway, he pulls u over, then makes you get off the freeway, then he can give you a ticket. If your on the street he cannot.
Sherrifs, these guys can pull u over anywhere and give you a ticket anywhere.
It all has to do with jurisdiction.

Police can pull you over where ever. Even out of jusidiction.
They are sworn Peace Officers by the State. They must be licensed with the state.
But they usually do not pull you over out of their jurisdiction.
If they see something that is a real safety hazard....something like, oh a G35 driving over 100mph and probably weaving traffic.....yeah any cop that sees you might pull you over.
Anywho, they can do it, even if they are off duty. Just usually they do not. But they can.

I dunno. In every situation I am aware of where LAPD pulled someone over on the freeway for traffic related violation, the cop just gave a warning except for a DUI and another one where the violator wouldnt show the cop her drivers license.
