Oh man, that's BS.. Irvine PD??? Irvine PDs are DICKS!
Few years back, (when I had 99 Prelude), I was cruising down Culver at night time... and one of my headlights was out. First cop pulled me over, and gave me a ticket for it although I told him that I just found out about it that night, and couldn't buy replacement bulb since all the stores/shops were closed. Anyways, after I got the ticket, I cruise down for maybe a minute, next intersection coming up.. I saw another police car stopped at the light.. Past the intersection and he makes a right turn onto Culver and pulls me over. Same shlt, the lights. I showed him the ticket and he let me go. Next block, I get pulled over AGAIN! By another cop! I was like WTF and when she came to my window I just held up the ticket and said "you're the third in 3 blocks within 5 minutes to pull me over, may I go?" and she said I may go. After that, I started hating all Irvine PD... GRR... Whatever.. that was long time ago.. heh You're very lucky!

Yes. For felonies and public offenses (which include infractions and
misdemeanors) in the presence of the officer, or actions that could cause
great bodily harm or death, the sworn POST (Peace Officers Standard
Training) certified officer is empowered in the entire state [see Penal
Code 830, 832, 1523]. Furthermore, the authority of sheriffs, police
officers, etc., extends to any place in the state as to any public offense
committed (or believed to have been committed) within the political
subdivision which employs him or her [Penal Code 830.1].

Yes [Penal Code 830.2(a)].

damn... i was nabbed for 85 mph on the 60w from riverside at 10 pm. guess my car stood out from everyone else that went 85 as well. :T
