DA can still prosecute felonies and subpeona victim(forcing him to testify) without victim pressing charges.

Since it is a felony, I wouldnt be surprised if homeboy spends the extra cash to have it all done in his garage or take the car apart himself and take just the pieces to get fixed at the shop. What you need to do is post that THEY DO HAVE SURVEILANCE images and its being reviewed right now. You will drop charges if the guy/girl just comes forward right now and just pays for the damages. Nothing will happen to him legally.

The thing I can't believe is, the location of the accident. Hacienda and Stafford is virtually in plain view of the Industry Sheriff's substation. The only thing I can think of is that the accident was "perfect timing" as far as the WRX driver is concerned. The area is just thick with cruisers all of the time, going in and out, and especially around midnight as indicated. I can't believe the entire accident, from beginning to end, went unnoticed by any Sheriff deputy. The sound of the impact, alone, could have been easily heard from their location. And then the elapsed time that the WRX driver took, from the scene of the accident to drive to the bank (still in view of their cruiser parking lot) get out, inspect, and then take off in his damaged car unnoticed. That just blows me away. Hopefully, the bank cameras may relinquish a full license plate. Good luck! I hope you get him!

you'll probably need to subpoena the bank to release the video's. Suggest you file a police report. From there, you'll need to find a lawyer to request a subpoena from superior court. However, a lawsuit would probably have to be filed against " John Doe" before a judge issues a subpoena. At that point, the bank may choose to comply or may choose not to. I could see the bank refusing to testify for all sorts of reasons, thought most probably won't be valid.
Not sure if your friend was insured, but if he was, the insurance company would probably go this route to find this guy.
