Wheel question

I bought a 2008 G35X a few weeks ago from my local Infiniti dealer. One of the wheels has curb rash and I told the dealer they would need to fix it before I bought it. I took the car in about 2 weeks ago and two days later they called to tell me it was done. Everything looked good. Then a couple of days ago I was washing the car and noticed that this rim had a weird glue like substance that covered about 1/2 the rim that wouldn't come off. I went and bought some 3M general purpose adhesive remover. I think this was a big mistake because it seemed to have removed what ever work that had done to fix the wheel.

Any idea what this glue like substance is? What would they have used to fix the wheel?

Also, would this be a good replacement? I can't tell if this is the exact rim or a replica. Seems pretty cheap.
