There are definitely ways to extract a broken bolt without removing the panel. Get yourself a left hand twist drill bit o little smaller than the solid part of the shank of the bolt. Use a small center punch to get the drill bit to center if you must, but be sure and get the hole started in the center of the bolt. As you drill down into the bolt, the left hand twist will sometime back the bolt out for you. If not, you have a nice hole to tap an Easy-Out into and back the bolt out that way. If it has thread-lock on it, you may have to heat it up a bit before it will break free and back out. This is something a good machinist will be able to, or at least advise you on. You can even look online for tutorials on removing broken bolts.
