Offset for 19 x 9.5

I'm new to all this so be patient..... what offset should I get for the above if I want a nice lip! Minimum 3 inch lip for the rears wheels desired!

On what rims? If you are looking a VOLKS, I would go +22~24 in the rear to get that 3". Do +24mm if you do not want to roll your fenders.
