Yes, but that's noisy and takes a little time... if you're a thief, you don't want to draw that much attention to yourself. It makes it harder, and stops the casual thief.
I've actually had a tire stolen off a car once... someone else with the same car/rims had a flat and used my car as his personal quick-fix shop. He left me his flat tire on his rim -- a nice thief. He didn't put it under the wheel and dropped the car to the ground, trapping his jack under the car -- a stupid thief. Wheel locks would have prevented that theft.
