As I understand it it is getting the look of staggered without running staggered. Are there any real advantages to running this over staggered? The main reason holding me back from staggered is how the tired are going to wear, as I know it is impossible to do a proper rotate with staggered. With these widetracks you can still only do side to side rotating as well? Trying to understand the concept, i mean besides AWD vehicles, are there any other advantages to this wheel?

rotating depends on your tires and tread. directional, symmetrical, etc...
