Steering Wheel issues
Have your tires rebalanced by the place that installed them. If that doesn't solve it, you may have a bent wheel. If neither of those is the culprit, could be a suspension piece. Can you tell approximately which side has the vibration, and do you experience it only under braking, or all the time?
I suppose it could be something in the steering linkage, but that seems unlikely unless it was damaged. Are you sure the place that put on the winter wheels/tires torqued the lug nuts back down?

Most likely, it's wheel-related and not your steering wheel itself.... Sounds like the wheels need balancing. unbalanced wheels will cause your steering wheel to shake. So would bent wheels... If the steering wheel shakes all the time, even at slow speeds, mostly it's a bent wheel. If it shakes at certain speeds (say 40mph+), most likely wheels need balancing. If it shakes during braking, most likely brakes.....Good luck...
