I have the same thing on my GT-Vs, but just the fronts. Previous owner said the brake dust from the brembos caked on the lips.

has to be that since they are very recent. damn, thats why i dont have anyone wash my car ever but i guess my laziness got to me.

thanks for the advice, im gonna try some different stuff to see what happens before having to polish/re-finish. luckily its pretty bad on only 2 wheels.
never let anyone else clean your car! that is unless they come highly recommended and you have talked to the owner of the shop to let them know what you want to have done...specifically. still things can happen, but most really good detail shops use top quality products and know NOT to spray stuff on anodized rims. to be honest, anodized rims are not really made for the streets. they are way to sensitive and easily damaged by rocks and other debris that gets kicked up.

all that being said, find a good detail shop in the future to baby your car and not some flunkies washing cars in the parking lot. also, might I suggest the use of P21S as a once in a while wheel cleaner and Poorboys wheel sealant for protection of those precious lips. and to shine them up, try Meguair's ScratchX with the Mothers Powerball Mini, it is very safe. followed by two coats of the Poorboy's and your lips will be kissable. cheers

tried some meguiars scratchx and used the mothers powerball mini. it didnt take off the white stains that are around my lips. it took some dirt off but the stains are still there unfortunately. i guess i will have to deal with it for now until i find a place to take a look at them.

^sorry to hear it did not work out for you. you will most likely need to have them refinished...cheaper than new Volks. look for a shop that can strip the anodized finish and re-polish and clear the lips. let us know how it works out for you. post pics up of before and after if you decide to have them refinished. do a google search for local wheel shop in your area. if you were nearby I would recommend Ye Olde Wheel Shoppe.

I just pulled out my winter set and polished with Mother's Powerball and Meguair's ScratchX. then sealed with Poorboy's wheel sealant. I recommend highly for those who wish to protect and keep wheels looking great. awesome combo for wheels!

^ not if you take proper care of them.

Work, Volk, SSR are high quality wheels and should be treated as such. they are more delicate than OEM cast aluminum wheels. anodized lip needs to be treated with care. they do not like chemicals of any kind. if you must use a wheel cleaner, I suggest P21S. you can remove occassional light brake dust with Poorboy's Spray & Wipe. Meguairs ScratchX is a light polish you can use on them for fine scratches and just to brighten them up. don't forget to protect them with Poorboy's Wheel Sealant. 2 coats and you are good to go.

If you are resigned to refinish them at least try limeaway or some sort of rust remover before anything else. I'm not sure what the rust color would be but are the rivets made of steel or are they stainless? I'd hope the later.

To remove anodizing you can use original easyoff oven cleaner. I've used in many times on blue or red anodized bicycle parts from way back in my BMX days. Spray it on and let it sit. Should come right off after 5 or 10 minutes. Then just polish and clear coat. I don't recall easyoff hurting paint but test before you overspray on paint.
