Ok I talked to this Powder Coating Co. here in SC, they said all four rims for $275 w/ military discount (the owner is prior AF). Thing is they have 3 options Flat black, Gloss black, and something they called Wet black, not sure what that is but what I need is your input on which one. Thanks your opinions are much appreciated.

I assume you're talking OEM 19" Rays. I'd go Flat Black as well. Although not sure what Wet Black is...

 

Ya we need more info, what size and type of wheels you have, and what color is your car.

 

OEM 19" Rays Car is OB....Yea I don't know what wet black is either?
