What is this? Brake dust?

They told me that all of the wheels are like that so im screwed, its terrible cause my last car had SSR wheels and they never had this problem.

Diesel1 was right... the wheels are not painted all the way. I went to a wheel refinisher yesterday, he said that its not brake dust. The company that made the wheels didnt spray enough silver paint over the primer, very odd.
