car shampoo and polymer wax regularly.

I use detailer spray with soft papertowel if only brake dust on it.
If driven through rain, then I just wash it with car shampoo as
the rest of the car.

tar? I've never had tar on my wheels, but I would imagine a degreaser like simple green would do the job. I normally just use Meguiar's Gold Class shampoo for my wheels. The lips I use Wenol metal polish.

be careful with chemicals. check to make sure your wheels are clearcoated first

I use regulary:
Meguiar's GoldClass car shampoo.
Meguiar's NTX Techwax.
Meguiar's QuikDetailer (mist and wipe)
Bounty towels. (try to stay away from the rough papertowels that are
found at like gas stations, public restrooms. Those will probably scratch).
