Centering Rings

I just got a set of volk sf-challenge wheels. The wheels only came with 2 centering rings. Is this normal? Should they go on the front or the rear wheels?

You need 2 more, one is needed for each wheel.

Has anyone else ordered from 350zonlinestore.com and received 4 center rings?
