Well any % of tint will impede visibility when there is a lack of external light. That % tint IMO will not do much but I am not sure if you are referencing the rear glass or the passenger side glass panel.

As long as you don't park where you will need to reverse and there is zero lighting outside; I think that % will be fine. One of my friends has 5% all around and it is only difficult on long stretches of road where there is no street lights or reversing out of parking stalls at night.
