It is preferred to have both bars to get the best performance out of the bars but you dont need it. Not sure if it will fit the sedan with the coupe mid, let me search around, ill post when i find it

It does definetely fit a sedan with a coupe middy. Here is what i found on that.

I believe the quote you took refers to the rear tie bar, not the rear lateral bar.
