it looks like the little black handle that turns the ball valve is missing.

nope this one didnt come with it. u use a flat head to adjust this one...i think the newer ones comes with it or somethin but i this one and the one i have on my g didnt come w that handle

it keeps warm antifreeze/coolant from reaching the throttle body.

if you are in a warmer climate u want to keep it closed to prevent the warmer coolant from reaching the throttle body since we dont need it there. if you are in colder weather you would want to keep it open so the warm collant can get there....
