Pardon this noob question, but what are the differences between test pipes and HFC's?

Test pipes are "illegal" and HFC arew high flow cats meaning they are legal...test pipes are nothing but pieces of pipe to fit and HFC's have the less restrictive cat material inside them...another reason why HFC's are more expensive than test pipes.
