Wiring Help!!!

OK so I checked to make sure I didn't cut the wrong wires and everything was plugged in.
Using a multimeter I tested between the ground wire and 12v power and 12v ignition wire directly behind the wire harness and did not get any reading but did if connected across metal frame as ground. Shouldn't I get a voltage reading connecting between harness's power, ignition to ground?

The unit has to actually be installed to work.
How embarrasing. I hope if someone else runs into this issue that they find this post and figure it out.
Thanks alot guys.
