<$1000 with everything certainly won't get you the best Pioneer unit.
Kenwood high-end units use Garmin, Pioneer use in-house brand in current-gen units.
For a $1k budget the previously mentioned refurbished D3 with a JDM DD trim is a good way to go.
If by "everything for <$1k" you're including trim, headunit, new amps and speakers, just spend the $350 on JDM kit and harness and a $10 crowbar, because there's no way you're doing it legally.

If maps are your priority and you're looking for a bang-for-buck Kenwood with Garmin the is pretty good.
But at that price, I'd seriously consider if it's worth it to you to pay a little more for the Pioneer Z110BT.
Other brands, you'll have to wait for others to chime in for, since when I was shopping for myself, Kenwood and Pioneer were the only ones with the features I was looking for.

That's pretty good from my POV.
Most of the complaints have to do with POIs with the map. - Like previous mentioned, if GPS is your primary thing, I'd go Kenwood. However, I use the rest of the radio about 50x more often than I use the GPS portion, so I'll take the Pioneers over Kenwood's offerings, at least until the 2011 models come out and Kenwood brings something new, because besides adding built-in lifetime subscription to the traffic data (where available) to the already good navigation, the DNX9960 really doesn't bring anything worth having for that huge premium of the price.
As for the Z110BT, a map update is coming later in about 1 month or less, so that'll help there. The update will also bring the firmware up to be in line with that in the X920BT.

The "free" NAVTEQ traffic add-on isn't free. It comes with a catch: advertisements. On the main navigation screen, you will get pop-up ads for local businesses. They are, in my opinion, very tedious, distracting, and bothersome. And there's no way to disable them other than to disable NAVTEQ.
