Do I have to worry about OHMs when buying my amp, or speakers?
Speakers, not really, most are 4 or 8 ohm, so any amp can drive them.
As for that amp, it's adequate. Not much headroom on it, so it's going to be working at 100% capacity just about 100% of the time. It's preferable to get more RMS watts than your speakers and subs require so that the amp isn't stressed. That's why I recommended the stuff I did at he budget you were asking about.

And that's nowhere near going with *really* good components.
$3k could be a great deal, or a rape.
