Camber Pos or Neg

Newb question.

When the car is lowered, don't you have to give it positive camber to get it back to spec? I found a pair of front camber arms, and saw that it was for negative camber adjustments only. Does this mean that it only gives you negative from 0 degrees or from the factory arm? I was not sure if your car already has been lowered.
