Is This Tire Noise?

I just put my summer tires back on and i am getting a kind of a thumping noise/tire noise from my driver front. I have an 06 coupe and over the winter i hit a pothole and messed up my hub/bearing assembly, after i got that replaced they did an alignment with my winter 17's on the car. Now i just put my 19's back on and i hear a soft noise at 40mph, it does not go away while braking or turning, its a constant soft thump. I just cheched the alignment specs from Firestone and they put:
Camber,
-1.37 Front Left
-1.52 Front Right

I know that those values are out of spec. is that what could be causing that noise? My wheels were fine before i took them off, they are Pilot Sport A/S with 40% tread left. I was gonna try to get the wheel balanced and try to have them get my alignment back into spec. Any other ideas?

I just installed lowering springs and I get this clunking noise (not sure if its the same) on my front right area every time I go through any little bump...wondering if this is related...

it's your top hat from your front strut. Open your hood and use a vice grip to hold onto the top of the bolt and then use a wrench to spin the bolt to tighten it. If you don't use a vice grip, the bolt will spin also and it will not tighten
