Major Braking Problem

when i accelerate and then take my foot off the pedal the car seems to pull back as if the brake is being applied. however my foot isnt on the brake. i thought it might have been my rotors but my steering wheel doesnt shake while im braking. also while the car is in drive or reverse usually it is supposed to roll my car doesnt roll unless i hit the gas pedal and feels as if something is holding it back. even in neutral on a hill it doesnt roll back. please help!!!
