Question for DIYers on SPC rear toe bolt install

The instructions for the 72050 talk about making the bolt hole larger for the toe bolt:

8. Mark area to elongate hole with template provided and use #85126 Rotary file or equivalent to elongate slot. Check to make sure hole is the right size by placing the new bolt with a cam on the head into the hole, it should rotate 360 degrees.
Has anyone done this DIY? If so how?

I have my front and rear SPC kits on the way, just brushing up on research. I want to install them myself and then get it all aligned. I installed my Eibach pro kit already.

Thanks for any help.
