Bleeding Brakes?

I just wanted to know is bleeding the brakes always part of the process when changing rotors and pads? Also, is $160 a fair labor price to change front rotors, rear rotors and pads?

You don't need to bleed them. Is 160 with pads and rotors or labor only?

The $160 is for labor only, I have my parts already.

Since you live in NYC, do you drive your G all season? I would say soak the bolts with PB Blaster and let it sit for a bit before you go wrenching away.
Make sure to torque the bolts back to spec to be on the safe side.
If you are handy then do it yourself, $160 is decent.

Required? no. If you haven't flushed your brake fluid in 3 years+ it would be a good idea.
