best for what?
Best cold stopping power is going to be oem pads.

But you are correct, stopping those boat anchors is going to be harder than before.

I hate the oem because they dust like crazy, but they are very very grabby. I would stick to oem if you don't want to press a little harder on the pedal.

How are the hawk ceramics on dust? I know the ceramic pads I had on my TA didn't dust much at all. I'm going to need a pad that doesn't dust because of the paint scheme I'm going to be going with on my new wheels.

the hawk pads dust much less than oem pads. They dust a rust color that I really hate and turn your tires a dark brown. They last much longer than oem and are much less grabby. I prefer the feel over the oem which really grab with the slightest pressure. overall, I'm really happy with them. Just hate the color of the dust.

If anything, that's gonna make braking worse .

Solid rotors are better at cooling and resistance to face than swiss-cheesed rotors.

The OEM rotors are not that bad, but if oyu need to buy new rotors, then i'd suggest either cryo-treated solid rotors (stresses releived so less prone to "warp" or a rotor from Brembo or such that is lacking in any sort of holes.

You may wants to look into a BBK, or OEM Brembo brakes as well.
