I think you should visit another alignment shop before you buy anything. Having that much negative camber on a stock setup doesn't sound right.

Yah, I have Ichiba front and rear as well as toe bolts waiting to go on. When I lowered on the Z OEM stuff, my camber went out of spec equally on all 4 corners. Rear can be adjusted to within spec, front obviously can't. So I figured get all the parts to not only get it within spec but get it perfect for all corners. Everything I read, SPC is the best to offer for the money. Stillen is hideously expensive. There were a couple names I was advised to steer completely clear of due to their early failure for many people. Ichiba had little to no negative comments I could find. I spent 2 days looking for anything out of the ordinary and found none. There's a vendor on here that sells a package set for $410 for all of it including the rear toe bolts. That should help any alignment shop that's worth going to get your car back in spec.

As mentioned already, you shouldn't be out of spec though if you're still stock. Get a closer inspection by another shop. Tell them you measured out of spec somewhere else. Don't tell them by how much. Let them inspect and tell you what they found. Compare their numbers to what you already have. You might have something bent up front. Previous owner mighta put it in a curb or something and didn't care to correct it. Worse yet, it coulda been in a front end collision and that's the best the shop could straighten it.

Cool man, thanks for the help. The front end had been repainted, you could tell by looking at it but nothing on carfax so I dunno what kind of accident it was.
edit: and the only thing out of spec was the front right camber, which he said that he could not adjust. Like I said earlier Ill spend the money i Dont care I just dont want my tires scalloping after a few thousand miles anymore. The noise is insane.
