Front wheel creaking

hey guys,
i just put new 20's on about 200 miles ago, but not sure if its related. i am getting a noise coming from my front right wheel in a pulsating interval as the wheels goes around. like a creaking/grinding/rubbing sound every revolution. i checked and nothing seems to be hitting anywhere. i can only hear it at low speeds (< 40mph). when i apply the brakes, it seems to go away. any ideas? thanks.

also, maybe worth mentioning, my car sat outside for the past 2 days with heavy rain. maybe there is some rust or something scraping the rotor vs pads? i drove ~100 miles this morning and it's still doing it.

Fixed the problem. Seems to be what happens when you are missing a lug nut :-o
