Brakes rubbing rotor

I was cleaning rust off the rotors of my car and the brakes were rubbing when i spun the rotor. I dont know who did the brakes last but are they supposed to be rubbing to where its not really easy to spin the rotor.just doesnt seem right to me and im not sure how to adjust them

Rubbing with a slight sound or took some serious effort to move? I slight scraping noise is normal, but if it requires effort the guide pins can be frozen, If it's the rears then your e-brake might need to be adjusted or the guide pins are frozen as well.

The caliper bracket should have chrome steel pad retainers with 1 ear sticking out for each brake pad. It fits over the brake pad edge that sticks out on one end of each pad. They are like springs and pull the pads back after braking. Without them or installed incorrectly the pads will drag constantly.

The best pic I have of it right now:
