I wouldn't exactly call it bogus though.....
I believe it may be a backdoor awareness campaign, perhaps started by "emergency services" themselves.
The references to the HWY Traffic act are accurate, as well as the fine amount.
I think it's a great idea to improve awareness on this subject;
these people expose themselves to a lot of risk in the performance of their job.
If something like this makes it just a little safer out there for them, I'm all for it.

Since it seems to be successfully building awareness there we'll likely see it here. We're usually about 2 years behind.
That's when we got cars, refrigerators, colour TV, internet behind you folks, although it took at least 10 more years to get cold beer liquor stores.
