dirty spots on the inside of instrument cluster

i got a bunch of dirty spots on the instrument cluster lens. no clue how they got there. i dont know if they are on the inside or outside, but when i try to clean it(tried different type of cleaning liquids) the spots dont come off.

Anybody can help me out how to get them off?
i was thinking about taking it apart and cleaning the lens from the inside.

Have you tried a plastic polish like meguairs, 3m or KAIO.

If they are on the outside, using a light source and looking at a certain angle, you should be able to tell. If so, use a plastic polish as stated above.
