The BMW's lights are distinguishable as headlights, thats why they are allowed. They aren't a true "blue" persay, as they do contain white, and with my color blindness, they all look purple to me anyway. However...the blue tint will more than likely be illegal. You cannot have any foward facing blue lights on your car. Mainly because...you drive a G35 not an ambulance. I know it's tacky but this is the same reason those little windshield washer squirters are illegal. No passanger vehicle may have foward facing Red or Blue lights, they are reserved strictly for police/fire/ambulance. Oh and cops love giving out these tickets, so make sure you find out from your local PD wether or not they'd give you a problem.
