I think clay would do the trick, without damaging/removing the clearcoat on the wheel... In the past I have been amazed at some of the things that clay is able to take off paint/wheels... Good luck...

thought I would chime in here about my experiences with the Mother's Powerball Mini.
have Ro_Ja R2-5's which are manufactured by Rays. they are actually an old Gram Lights design marketed under Ro_Ja. these come with the typical Volk Racing anodized lip with a clear coat.
use these wheels only in summer, but they do get minor scratches, scuffs and filth from road dirt and debris. what do you expect if you drive the car.
use a Mother's Powerball Mini on these every year before I store them away for winter. use my variable speed cordless Li-Ion drill and it works really great. prefer to use a mild polish like Poorboy's SSR1 or Menzerna Final Finish. may have to step up to Poorboy's SSR 2.5 for some of the more stubborn scratches next year. follow the polishing up with some Poorboy's Wheel Sealant, which I highly recommend, and you are good to go. have found this combo produces good results at removing fine scratches, gives the wheels a great shine and protection throughout the summer months.
prefer the Poorboy's products as you can complete the entire wheel and removal of the product with a soft MF towel is still very easy on the joints.
