Possible clear coat damage

Possible clear coat damage

hi, i had my rear bumper painted 2 yrs ago and the painter blended in the rest and did the trunk as well by spraying clear coat on it, Now im starting to notice little spots and now larger one's as well , . i was told its possibly because there wasn't enough clear c. used...... can those be buffed out? or does it need to be repainted?

Impossible to diagnose without pics.
