It doesn’t seem to come out with cutting compound and a polish. I thought for sure it would but now after looking closer I’m questioning if the paint is ruined. I honestly thought it was tree sap at first when I bought the car but it def isn’t. I rub my finger across it and it just feels smooth as rest of paint. Probably not best place to ask but nobody in the detailing reddit could help so I’m asking here.

Hard to tell what it is. Do a good wash and then clay bar and see it that helps. A light hand polish with some cleaner wax maybe next. Watch some videos about diy paint correction. If you're fussy about your finish it's really rewarding to make your paint look new again but takes some tools and time. That color doesn't show swirls too bad though. Not like black.

Pretty sure whatever it was got on the vehicle while it was parked or sitting. If it was something that got blown onto you on the road from another vehicle it would have streak marks aiming backwards. Yours are droplets that landed and sat.

Too hard to make a guess about what it could be but if it won't wash off it's definitely damaged the paint to SOME degree.

Just keep an eye on it in case the clear coat blisters.
