Spots in my Paint

Spots in my Paint
I've had my car a month and today it was warm enough to give it it's first coat of polish.
This is the first time I've really got close to the paint and I noticed that the right fender has raised hard spots on it, as does the hood but not as bad. They are about half a mm in diameter and are flat black in color. The car is black, by the way.
I tried to get these off with some rubbing compound thinking they were road tar or similar but had no luck. They are really hard. It's like they are actually part of the paint, not just some kind of overspray.
Any ideas as to what these might be? My car hasn't been anywhere nasty, lives in a garage and only has 600 miles on the clock.
Any ideas what might get rid of them?
I think I'll go back to the dealer anyway.

I took it back to the dealer. He drove it round the back to where some paint guy were working on a couple of cars. They said it is something kicked up from the road and it has "got into the surface of the clearcoat". They said it won't buff out but will require sanding.
I never had a car that let things get into the clearcoat before. Any advice?
