hard to say about the last two pics (very blurry) but from what i see in the first two, it can probably be fixed with some wetsanding/polishing. if you run your fingers across it lightly, does it dip to the metal? it's hard to tell if it's down to/through the paint from the pictures.

Yea, the last 2 pics are blurry-They are actually of a different area than the first 2-this area is more like a series of small scrapes than a scratch so I'm not sure if that can be polished?...
If I run my fingernail across the spot, it does not catch, but one mark does seem to go through the paint... If wetsanding polishing doesn't work, is the only other option to repaint/repair the front bumper? The bumper is plastic so if I wait until there is more damage from rocks and road debris before I fix it, there will be no issues of rusting, right?

VERY EASY TO COME OUT!

use meguirs fine cut cleaner. if that doesn't work, use the medium cut cleaner. it'll definitely come out with the medium cut.

once you use the medium cut it'll be a little dull looking so you have to use the fine cut to take out most of the scratches caused by the medium cut. After that use swirl remover to take out most of the scratches caused by the fine cut. glaze it then wax it. it'll be like new

i've taken out many scratches like that with my customer's cars.

The marks will come out, but unless you are experienced let a Detailer do it. You could easily screw up the entire area if you don't know what you are doing. They shouldn't charge you more than $30 and it won't take them more than 5 minutes.

Looks like those will be easy to take out with a PC/rotary. Hard to tell how much clear you'll have left though. I'd let someone with a paint thickness gauge do it.

Can't say without seeing how deep it went. You can definitely get the paint scuff off however (if that's what it is)

I don't think it's paint cuz the damage was caused by these metal wires at the front of a parking space and the metal wasn't painted...If the scratch is too deep, what other options are there? Would a body shop need to repair/repaint the entire bumper? What about a skilled airbrusher if the scratches are too deep to come off?
Would it be a good idea to go to a detalier first and have him try to polish/buff the stuff out, get a wax, and if needed go to a body shop/airbrusher if not satisfied w/ results?

+2 Even if it costs $100, it's well worth it to get it fixed properly. Everyone is going to see it, if it's not done right.

I think it can be done. Doesn't look like it's that deep. My front lip spoiler was pretty bad and I paid the pro $20 to buff it off nicely.
