Performance Upgrades w/o ECU?

Performance Upgrades w/o ECU?
Hey guys. I am wondering if it is worth getting performance upgrades (CAI, Exhaust, Headers...) without starting out with the technosquare ECU. I have heard that our stock ECU retards any parts that make the horsepower greater than a certain ammount. I wouldn't want to spend a lot of money into my car to only have it go back to normal. Thanks!
