HFC High Flow Cats?
Technically speaking.... I don't think it's legal to remove a working cat, even if the replacement meets your states emission tests... but I really wouldn't worry about that. The two best I've heard good things about are Crawford and Fast Intentions. You might find some used ones for under that amount.
Unfortunately HFC are HFlow because their comb space is wider and thiner and has less platnium so their life is cut short compared to oem cats which must last 80-100k.

You CAN go cheap but I decided not to and decided to wait.
You can get some test pipes from ebay or anywere and get 2 custom high flow cats welded in.
But honestly you need to know a decent welding place that wont charge you an arm or a leg either.
You can get the test pipes for around 100 and then the cats for another ~120 but then you have to get them welded which is still a big p.i.t.a, the cats have to be small and they are in a weird spot...
I chose to just wait till I have extra cash for the berks.
